Club President   

Delores Gilmore - Charter Member and past Vice President, Zonta Club South Bay.

Human Resources Volunteer Consultant for The Frostig Center which has been helping children with learning differences for more than 60 years.  Delores has a BA in Business with advanced studies in Human Resources.  Retired after more than thirty years as a Vice President of Human Resources in various companies in the fashion/apparel, manufacturing and retail industries including her most recent position at True Religion Brand Jeans. A strategic business partner in established and start-up companies, building infrastructure to support domestic and international growth in public and private companies where she mentored many women to move up in their careers.  After retirement, she worked as a consultant for a local firm and filled her time with family, continuing education and extensive global travel. Zonta Club of South Bay has provided an opportunity to continue to constructively support and empower women.

Club Vice President

Cynthia Fisher Rowe (aka Cynthia Fisher, MD) – Charter Member ZCSB and past Charter President 

Cynthia grew up in the South Bay but moved to Michigan to attend medical school.   After completing her training in Family Medicine and starting a practice, she joined the Zonta Club of Southfield Area (Michigan) in 1982.  Over the years she served in multiple committee and officer roles, learning more about issues affecting women, how to make a difference, and developing leadership skills.  Through Zonta she met numerous interesting people and forged lifelong friendships.  In 2012, she retired from her final career position as an Associate Professor and Residency Program Director (Oakland University William Beaumont School of Medicine), and with her husband she returned to the South Bay where she is working part time.  With the recent formation of the Zonta Club of South Bay, she is happy to be part of Zonta again.

Club Treasurer

Heather St Rock - Charter Member  ZCSB

Heather’s experience spans over thirty-five years in Financial Services and Technology industries in various management capacities including:

  • Managed Loan Originations, Support Services, and Document Retention for the country’s largest student loan servicer.
  • Contracted with several corporations to execute special projects for their Finance departments, including Broadcom, International Rectifier, V-Tek Systems, and Ticketmaster.
  • Served as Director for V-Tek Systems, a startup FinTech company dealing with student loan data transfer and loan origination, Director of Software Quality and Computer Operations for V-Tek, developing custom loan origination systems for large banks including Citibank, Chase, BofA, Key Bank, and many more.
  • Retired from Toyota Financial Services in 2017 after six years overseeing technology projects within the Business Technology Services division.

In 1975 Heather earned her Bachelor’s degree in Liberal Arts from Pennsylvania State University.  She subsequently moved to CA in 1976 and has remained in the Los Angeles south bay area while advancing her career and raising two sons.

Club Secretary

Joanne Pena

Joanne has lived in the South Bay for over forty years.  She began her first career in retail management in 1974, and worked for both Bullock’s Department Stores and Bullock’s Wilshire.  After the Bullock’s and Bullocks Wilshire stores closed in 1995, Joanne began her second career in community association management with Horizon Management Company in Torrance.  She is an active member of Community Associations Institute (CAI), an international organization that provides educational opportunities for both managers and homeowner association board members.  In 2004, Joanne obtained the Professional Community Association Manager designation, the highest designation in the industry.  Joanne served on CAI’s Greater Los Angeles Chapter’s board of directors for over twelve years and was Chapter President in 2005 and 2017.  

As a new member of Zonta Club of South Bay, Joanne looks forward to working with the Club’s members to serve the local community and advocate for the empowerment of women throughout the world.

Club Board Member and Parliamentarian
Justine Beirne- Charter Member and past Secretary of  Zonta Club of South Bay.  Justine is a small business owner in the South Bay, and enjoys coaching and mentoring young women through the sport of lacrosse.  Justine is proud to hold an MA in philosophy from Columbia University, and to continue to compete in the sport of Box Lacrosse at a high level.

Elizabeth Walters-

Liz Walters is a long time resident of the South Bay in Southern California.  She has worked in the field of business information services for the majority of that time, and has volunteered with various youth school and sports organizations. 


Carol Sue Shoenfeld, Charter Member Former Board Member

Carol Sue - Charter Member and Membership Committee Chairwoman has had a rich experience being a teacher and a school counselor for over 30 years.  In addition, she enjoyed being the owner and operator of hotel gift shops and a communication company.  Presently and for many years, along with her husband, are the owners and operators of an investment company. She is interested in social responsibility issues, particularly mental health, homelessness and women’s health and equality issues. She is focused on societal issues, enjoying sports, music, traveling, playing golf, exercising, volunteering, and gardening.  She has traveled extensively throughout the world and loves spending time in Santa Fe, New Mexico.
